How about when you salute someone, it transfers 1 or fewer perk points to the person being saluted to add meaning.

No.  Anything that results in 'perk transfer' creates an economy for perks.

Saluting is already a Spamfest when Dallas is on.  It could be limited to only having the 1st salute to a player have cost but no transfer after the 1st one per 24 hour period, week or tour.

I well intentioned <S> to another player already means a lot, it's a show of respect and acknowledgement of skill or performance on the part of an worthy adversary.  Adding a perk or score value would just cheapen it.

Enable it only such that perks have to be transferred whenever you salute.

Make saluting only for people in different countries than the saluting pilot.

This would sharply decrease the brags that are disguised as salutes on channel 200.
