Situation:

When one of the 'zone' bases around the strategic complex has been captured, it simply relocates instantly to the rear. If all of those bases are under control again, the complex will jump back.

Problem:
This is the best thing that can happen to the defender. It not only puts the strats out of the attackers range (the whole point of that thing), but there is no detrimental side effect. In reality, there would be delays, production disruption etc. A side would usually do everything possible to avoid this situation in the first place.
In AH, the defender has no interest from keeping the attacker away, nor does the attacker has any interest to push toward the strategic targets. A paradox situation.

Adjustment:
When the complex relocates to the rear, destroy all City squares as if being bombed. Normal rebuild times apply.
Depending on the status of the factories, this may have only a minor or even none initial effect. But even then it could make follow up raids on the factories  a reasonable prospect.

Intention:
To fix the paradox mentioned above, to add a tad of "strategy" (push for the strats!) while creating a battle for this specific area (so that it's viable to push along an already established axis of advance instead of just jumping over the map to capture random bases), and to finally make long range bomber ranges more attractive under certain circumstances.

Addition:
To create an incentive for the defender to retake his industrial heartland, you may consider to implement a similar mechanism, just reversed, when the strategic complex moves back.

that's a pretty good idea. As incentive to RE-capture the field that triggered the switch, would the city revert to 100% up if the strat moves forward again?

if they didn't bother defending it to begin with what makes you think they will take it back?

To make it pop back up to full. Otherwise they sit there and wait while it regenerates slowly.

With that I rather agree. I do miss the localized targets to bomb.

I don't disagree with that, but as that would require a general redesign of the strats concept, I thought my proposal as a more immediate quick "fix" for something I perceived to be somewhat inconsistent or 'illogical' ... can't find the appropriate English term but I think I made myself clear enough ;)

I'd agree Lusche currently the strat' system doesn't really add any game play value, we've had 10+ buffs enroute during a retreat. Under the current system I think you make sense.  As it stand the strats are a fun run event for most squads, two comments seem to come up which I can agree with;

Given its going to take a couple of hours to fly its not worth the points or the damage, tactically more advantage to target on field strats.

The 163 - after the above its a little to easy to run into them and lose a lot of flights.

My wish list would add to Lusche;

Have the flak target all aircraft over strats. 

Make the trip worth it in terms of points/perks & increasing the resupply time dramatically. 

Increase the 163 cost.

More than one complex, homeland supplies 50% and heavily guarded, another complex or two supplies the other 50% and no 163s. 

At the moment I don't think the strats attract any style of player.  Tactically its not worth the effort so the land acquisition dep't isn't interested and the score errr them aren't going its not worth the payoff.   I think the 163 threat is the biggest common turn off.
