How about two additional town layouts, medium and large, to accomany their respective airfields? Give some variety to capturing a base.

A couple of manned ack and a couple of 6 Pdr AT guns. They could use the development of the British 6 Pdr AT gun to help usher in an EW/MW British tank. :aok

Or perhaps adjust the percentages based on field size.
Small field: 60%
Medium field: 70%
Large field: 80%

I like the idea of different town layouts, however, adjusting the percentages based off of the size of the base would be a whole LOT easier. The new towns would require the reworking of maps.

Given an infinite number of Dales working on an infinite number of typewriters, I'm all for it. However, I agree that simply adjusting the percentages is something that can be accomplished far sooner.

what if we were to put a few factory buildings in a part of it? Those actually do take some guff to destroy and it may also limit toolshedders from floating around smacking towns...

Perhaps the answer is to have the current arena setting for percentage needed for a white flag affect large bases. Medium and small bases would apply a scale factor to that number, based on a formula from HTC; something like medium bases are 15% less than large bases and small bases are 25% less than large bases.

large fields are already much harder to take than small fields because they take so much more effort to shut down (If thats your preferred method) or to cap because of the larger number of acks.

Nah, not really. It wouldn't be any more difficult to bring down the town, per say. Two flight of bombers carpet bombing as they did in WWII would still bring it down in 1 pass. The Hordes do one thing over a unit more inclined to use "tactics": they level the base and prohibit any form of defense from forming. Having the hangers leveled is what hordes do, the town wouldnt need any more work than it currently does, really. Two more 1000 bombs, and an extra strafe run by a Mossi or Bf110 on strategic points near the edge of town and BAM there ups the ominous and easy-mode white flag.

That is one of the problems, IMO. Everyone is capping and vulching and dropping hangars to take bases. Nothing wrong with taking bases but it would be more fun (even for the attackers) if there was a fight involved.
The town mods I'd like to see:
Remove all ack from towns.
Town must be flat to capture.
Move towns halfway between base and dar circle.
Have GV spawns on both sides of town: 1 friendly, 1 enemy.
Multiply manned acks at field and make every gun auto/mannable.
Keep the fight over the town, an almost neutral location. The attackers coming in will still have alt but at least the defenders can get off the runway. The towns will be a free for all. No ack hugging, no vulching. Maybe some fighting.

All good in theory, but practice never works out quite like we expect. Especially since the area our bombers clear is relativly narrow. If we had the ability to adjust the width of our bomber formations, yeah, it wouldn't be as hard. But "wouldn't be as hard" and "is relativly easy" aren't the same thing.
Bombers are pretty slow and you can see them coming for quite a ways. That means uppers. Uppers means your goon or M3 dies. Troops dead means no capture.
While its pretty straitforward, the issue is that it relys on several assumptions that rarely work out to be true:
1) nobody ups to kill the bombers
2) bombers and whatever ground-attack planes in your small group are able to kill the ack, and WF the town quickly (say under 2 minutes maximum)
3) if detected, too few/unskilled enemies up to challenge you, or they up too late to stop the capture
If any of those conditions aren't met, the attack is almost certian to fail.
