Title: Is this intentional?

Aces High installs to an Aces High directory, but the skin viewer downloads to a new Aces High II directory.  Thought it would just be added to the original Aces High one.

I just downloaded from the Aces High website's downloads / content Editors page  and installed the ahskview.exe ( AH Skin Viewer )

it installed correctly for me to the C:\Hitech Creations\Aces High\  folder

not sure why your's installed in a different location

I got the same results as you.  It created a second folder Aces High II directory.
