I get the sentiment Fugi, but you're a few years late with this cartoon.  The base rolling hordes were going strong, and NOE to boot, when I started in 2008.  The way I see it, the NOE went away with new game mechanics, and the hordes got even bigger.  Nothing short of a major reworking of the base capture mechanics has any hope of forcing the players back into the type of game play that you seek.

Ms Kitty sure was a pretty Lady back in the beginning when they showed the short thirty minute episodes and Chester was there instead of Festis....... Doc though, looks as old as he does in the later 1 hour episodes......

I prefer the 1 Hour Black and white  Gunsmoke episodes with Festis in them....... myself.....

funny cartoon, Fugitive !  history keeps repeating itself, and the newest generation thinks it is something new, everytime....... ROFL
