Yes that effect is how the sights are coded into the game, and work the same on all planes. It dates back to a change that was made in mid 2010 as a result of this thread, which found that the sights were not displaying to the correct size on some planes.

If I'm understanding how this all works correctly (which I admit could be wrong, the whole mils thing sort of makes my head hurt) but the sight will be the same size regardless of where you move your head in the cockpit assuming your FOV is constant as well, it has to be because otherwise it's function as a range finder would be void.
If you want to make the gunsight appear larger on your screen you have to change your FOV (field of view) and use the zoom keys.
