Whats going on with this res file? Is something marked read only or something?

That should have cleared up this morning.

You might want to remove any "tmp" files from your root game installation folder.

Is this a per map thing? I mean will it show up again when each map cycles through?

No.  It is a one time thing.  Once it is installed it will move to the next skin.  If you quit the game during the download, then it will "resume" at the next login.
