Title: ENY: when exactly does it kick in?

And could it be made to do so sooner, please?  These numbers are pretty far from balanced:

at 10% more than the lowest team (of the % total)


ie. from your screen, knits need to be at >38% for eny limiting to start kicking in

I think it should be 8% about

It should be calculated by % of players as compared to the other countries. 
If Country A has 125% of Country B's numbers, Eny kicks in at 5 and goes up from there.

No, please not that, but something should be changed.  It was horrible one night this weekend, we had ~60 players on, no more than 23/24 on one side, no more than 16/17 on the other, and I'm on the country in the middle with 20/21 players a F!@#$!%@$ ENY of ~0.6 !@?   It was most frustrating.
