As someone who kills a lot of CVs, I would like to suggest that the CV not keep a bonfire going on the radar tower. This just makes it TOO easy to find a damaged CV and finish it off.
Lets inject just a bit of realism here - a fire is one of the first things that any damage control party is going to deal with. Give it 15 minutes and then put the fire out on top of the CV. The radar can remain out of action even though the fire is put out since the radar tower is still down. I do not think it would be a bad idea to have the CV radars respawn more quickly (15 - 30 minutes) though since we are not modelling all the other ships with radars aboard.

fire out but smoke stays.

would suggest a "reduced smoke" instead of the volcano that goes up when the CV gets lit.

Sounds reasonable, but I agree a smoke trail from the smoldering remains stay in affect like semp said.

Isn't it the case that black smoke means the fire is not getting enough oxygen? If so, if most of the fire is out then the black smoke would either be greatly diminished, if not gone altogether?
