Title: Disable aircraft only

have the ability to disable flight in a map, but allow GV's to be spawned. if you wanted to have a setup with a tank battle and wanted to have planes in it, but wanted to temporarily keep aircraft out, this would be a good way to do it.

as in keep planes out of a certain sector or radius of the tanks until decided otherwise?
