Title: I wish strat city hits would affect town downtime

Logic base of this: Our city is destroyed and repair crews take priority to repair the city first. thus our towns are down longer because your resources are taking care of the damaged capitol city.

add town buildings down time to city damage modifier and the city is even more valuable to be hit first.

our current strat system is designed to not prohibit combat. this is good. but there is a way to make big squads want to hit strat targets before going on a base taking rampage...

if you tie strat city to town down time the combat will not be prohibited but will go on for a longer duration as the town will be down longer and defended longer or attempted to be captured longer.

HiTech once mentioned an idea of adding a Concrete Factory that would affect the down time's of towns...  Hope to see it one day. :)

as one that bombs the strats quite often, i would love to see my work have more results

The way it was previously was that it was far TOO easy for one person to affect the entire zone that strats were assigned to (I should know as I use to do it all the time :D).  The move away from that to what we have now is a solid move and the effort required, for the lack of a better phrase, feels right.  It's the reward that tends to keep people away.  Most of the time you have to fly around 1 1/2 - 2+ hours to and from target, and the primary target in the 1st run MUST be the Industrial Center (City).  Since it needs to be knocked down to less than 20% for the damage to the other strats to stick, one would expect to rewards for hitting it would be decent.  Unfortunately you can get more perks just carpet bombing a random airbase than precise damage on the Industrial Center.  Very low rewards + long flight time = people saying eff it.  For me, I'd expect to see more flak coverage over the Capital as well.  But I'm a glutton for punishment by flak. :x  Double the rewards for hitting the Industrial Center, double the flak coverage and intensity (this is a me thing. My logic behind this is, considering how important the target is, it should be more heavily defended), and lower the rewards for hitting the outlying strats a nudge, and you may find more people organizing strategic bombing runs.  I would make more runs, that is for sure. :aok

it wont stop having 20 or 30 hitting one town with 2 or 3 goons.  why bother with the strats when you can just take the town in 1/20 of the time.

Making the strat system part of the win the war requirements, won't stop them from hording a town, but now they have to wonder over to a foreign galaxy to hit something that would be completely unfamiliar to them.  Translation: Lots of easy meat to 163's, because I'm willing to bet that they will push the Capital right back into 163 country BEFORE they even begin to think about hitting it. :devil

Summary:

Make the Strategic System's Output part of the Win the War Requirements.  Industrial Center (City): 19% or Less.  Outlying Strategic Targets:  19% or Less.  For large maps, really won't make a difference since they are reset by the HTC crew most of the time ANYWAYS.  But for small maps like Grinder (an awesome map I may add),  may stay up a bit longer because of this.

so if all you want is more targets for your 163 then say so.  no need to beat around the bush.
