I have been having some issues with other planes literally JUMPING across and then some bouncing in the sky. I read up on the website and followed some instruction on there for Packet Loss. It also maybe my Graphics card, or comp. Here is the reports.

easiest way to post a screen shot of pingplotter. Run ring plotter to one of the game servers. Let it ping ever second for about 5-10 minutes. Then take a screen shot (print screen button on keyboard), open windows paint, paste it and save it as a jpeg or gif file. Upload the picture to a free picture hosting site like photobucket. copy the link and post it here.
When looking at a pngplot, "red" is bad. If you have a lot of redbars, or lots of packet loss you have issues. The first thing YOU can do is unplug your router and modem. Let them sit a minute or two and then plug them back in. It will take a minute or two to reboot but you can try again after that. Some routers need to be rebooted every couple of months. The more often you have to do it the closer it is to start thinking about a new one :D

Is this a laptop? If it is, you must disable any power management in the operating system. Also note, with a laptop you need to turn down the graphics details a bit as laptops do not have the same processing power as the desktop counterpart does.
Are you running the default game configuration for all the video options?

that's not a laptop but, it's not a gaming system either. just to hazard a guess, since the os is win7 and the page file is shown using 3151mb of memory (hopefully that's not off a fresh boot)...some os and ah graphics tweaks may resolve the issue. that is assuming the op isn't trying to run ah via wireless on a slow satellite or dsl internet connection.

Actually, there seems to be some serious routing issues with his ISP, at the moment. Torch, you need to grab Ping Plotter and run it to 206.16.60.38. I am betting the path to the server is a mess.

I think there is some software "phoning home".
Most music applications and some printer driver packages have executables that run in the background that are communicating with a server somewhere.
Maybe do a screen capture of task manager and post it here.

You can cut-n-paste the numbers here, Skuzzy can decipher that stuff. Or you can save as a graphic and host the picture someplace else, Photobucket http://photobucket.com/ , or just send the picture to skuzzy in an email to support@hitechcreations.com

No other programs running in the background that is trying to connect outside.

That 30% packet lose isn't good. I think there is a setting to "display all traces" or something like that. You have yours set to show the "ping". You want it to show all/most of them. It will ID which hops are dropping packets.
Also you want it to ping this address 206.16.60.41 This is the one for the main LW arena. The one your pinging is the web page I think.

Here is the latest PingPlotter run, playing is almost impossible as I can not get hits etc.

The router is fairly new, 6 months or so, as well as the modem. Both are updated firmware wise. My ISP is Time Warner and I have called them and they say everything is running fine. Here is a speedtest, maybe its good for something. Just trying to provide all that I can.

Lets go with what Skuzzy says regarding where to ping, just my opinion and fication from Clara makes me repeat : 206.16.60.38 and not 70.85.193.18

IMO, that one looks pretty good. No packet loss, no big increase on last couple of hops indicating bad return, which Skuzzy would have to investigate on his end.
Where you warping and having the problem when this was run?
EDIT whoops, looking at it again 30 % packet loss on lower right. I was looking at the column on left side.
Maybe I'm reading that cardiac line on the bottom incorrectly and best keep my fingers idle.
