Title: Penalty for Factory Retreat?

Is there any penalty (to forward bases, at least?) for factories moving to the rear?

Last night, Bish factories retreated when Rooks took A68, and it just seems like there is no reason not to let the enemy force your factories back closer to your Komet bases...

There is none. Retreating factories is the best what can happen to a side. Right now, an attacker shoud avoid at all costs to advance too close to the enemy strats.
