Your ISP is using Cogent as their Tier 1 transport and the problem is with the gateway between AT&T and Cogent.
Unfortunately, the Internet is not something we have direct control over. You need to let your ISP know about the problem.
I'll also let AT&T know, but Cogent is responsible for that gateway.
Wonder what the trace looks like at a different time? My guess is the gateway is being taxed. If so, it should look better at non-prime times. If the issue is not related to a router being taxed, then the problem should persist, regardless of the time of the trace/Ping Plot.

Also consider this. Since Sandy, there are thousands of telecommunications lines down and Internet from the East Coast is going to be a bit of a mess until they infrastructure is restored.
Right now, trunk lines which had to carry 30% of the East coast telecommunications traffic are now carrying 200%.

I'm all the way in Florida and even I'm feeling the effects of Sandy on the internet... (*THIS*) time it isn't Comcast lameness to blame... :airplane:

Just got off the phone with Metrocast "tech" guy.
He says there is nothing they can do about it. Once it leaves the metrocast area the signal is basicly on its own, they have no control over how it gets to the final destination.
My pings to the main arena server is still well above 100.

Latency is not the issue. It is the packet loss that is a problem.
They are not telling you the correct story. They use Cogent as their ISP. If there is a problem in the Cogent network, then your ISP has the right to ask them to fix it, or at least provide a reason for the problem.
If your ISP does not want to engage the business they are buying their bandwidth from, then you are pretty much stuck with what you have.
There really is nothing we (HTC) can do about it. AT&T does not buy bandwidth from Cogent, so they have no leverage to get them to fix the problem.
