I've been on and off the game for the past several months. I've enjoyed it very much and have been practicing using the ships guns when a ship gets close enough to land to shoot at a base. I've noticed though that some have been sidelining some of the CV's. What I mean is some of the CV's are sent into friendly waters or are set up not to move unless you have a higher rating. What is the strategy for this?

that is done by people who want only to "win the war".
they hide the cv's so they cant be captured.

Thanks for the answer. It was baffling to me to have perfectly good ships only to keep them out.

I wouldn't label it as "win the war", if you were on that campaign you would likely utilise most assets to bring about a quick victory.
It is utilised as a strategic deprivation, CVs are powerful assets, and they stay in ownership of the country that controls the port at the time they respawn. If a country captures a port and the CV in enemy hands is not sunk, the country in control of the port is deprived of its CV.

Wasn't it made so CV's no longer count towards the war win? I think I remember hearing something like that, but I could be completely wrong.

they count as fields, but you can't reset and pass the 20% mark by sinking one and it respawning as your own
