Title: Rebuild times too long when no strat damage showing

  Over the weekend, there were a number of times when I checked downtime on radar using the .dt command.  It showed an hour or more. But when I checked the war status, it showed that all factories were 100%.

Did you check the item downtimes the very moment they went down, or at a later point? I'm asking becasue the downtime of an object is determined when it goes down, later changes to the strats would have no effect on that.
