Moral of story; Don't make bets with a welder.

Nothing an angle grinder and a cutting disc couldn't handle...

Hacksaw is cheapest

If your time isn't valuable.

I think I would go plasma too.

I believe this would be both the quickest and cheapest solution.

Plasma is pretty much the same thing. Cuts hardened steel like a hot knife thru warm butter.

The problem with a plasma is most (resonably priced for the every day man) will only cut up to just over 1/2" solid metal. I don't think a plasma would so well on square tubing as you would have to be able to access the inside of the cage to cut that side of the tube.  Cut off wheel would be the best method.

I think I would use a good old Oxy/acetylene torch if it is steel.

While reaching the inside would be a challenge the plasma is mucho faster.

I still think you could do it faster than a grinder. It really doesn't matter because Slate has the correct answer.

For the best compromise of both worlds (speed and minimal hassle), I would put it on my band saw and watch it do the work while I rolled a fatty in anticipation of my celebration...

A hammer and coffee filter would win the race, but I like the way you think!

I could open that in less than a minute with a sawzall but I do like the thinking of the bet loser.

Ban saw it or if it's a really really good bottle worth the extra care/effort, the good ol' hacksaw.

Petrogen. just uses gasoline and oxygen, cuts through thick steel. Cheap and effective. But just open the top and pour, easiest.
