Title: Is there a "waiting in tower" problem?

A few other posts suggest that at times (Australian prime time) a large proportion of the roster is sitting in the tower waiting for reset points.  Sounds strange, but if this is true, and if this affects roster and ENY, perhaps an adjustment is in order.  What about moving players who have been sitting in the tower for over some minimum time period to a neutral area, where they no longer are affecting the roster and ENY?  I don't care if tower sitters get reset points; after all they are paying their monthly fee, which keeps HTC in business.

Yeah, ENY is based off of "in flight" numbers.

Pay attention during off peak hours and it becomes very evident it is NOT based off "in flight."

Incorrect, it is based on total arena population. If it wasn't it could be greatly manipulated simply by mass take offs.

  Ok, I would think that it would have to be "in flight".  Since ENY, as I understand it, is affected by the types of airplanes being flown at the time.  If I am in tower, I am not flying anything, and there is no way to know what type of plane I will fly when I do launch.  You would have to base it on the plane I have chosen in the hanger. 

  I think it would help to have an official response here.

go observe it yourself. it's based on arena population, nothing more.

specifically the % of total.

We really do not need an official response in this case.  It is very clearly based off of total numbers, and not only inflight.  A Very easy way to see this is to check out mid war where there are few players and it will become apparent very quickly how numbers affect eny.

+1 from me, most nights at 19:30 Sydney time, we see about 45 / 55 online, and 15 /20 of them are sitting at the default base in the tower, not only affects ENY, but lessens the fights available, I'd rather see some sort of idle timer that would stop those waiting for the reset affecting ENY (no issues with them waiting for reset points, but they shouldn't affect those who are actively flying)

if there truly is a problem, and that is the cause, there's an easier solution:

the game should stop giving out points for winning the war.
