Which GV is the Flak and makes the puffy ack?

None.  The flak 88's are a man-able position on airfields though.  Those guns create puffy ack.

Is the GV icon "Flak" then the ostwind?

It could be either the ostwind with a single 37mm cannon, or a wirblewind with 4X20mm cannons

It came up over the squad vox.  Nobody knew for sure.
