In many regions it is. In some, (Lower Saxony comes to my mind), it was stopped for financial reasons.

My guess: An impact crater too small for an exploded bomb. Or something like that.

Yep!  It is SOP to survey WWII arial photos before beginning a construction project.  In the past two years or so, the main train station here in Stuttgart has been under construction. Several unexplored bombs have been found.

About 5 years ago, a bomb was found right here on Patch Barracks (Kurmaker Kaserne).

I guess the USAAF didn't need 4000 lb bombs - it was more effective with it's accurate daytime bombing with smaller munitions :D

   Most likely it's the end they took off to diffuse bomb. You know construction workers smoke and throw their butts into the hole they dig.  Exposed explosive material is quite flammable.  :D
