It was one hundred and five years after Columbus before the first permanent European settlement was established in Florida and it wasn't established by the Portuguese. There were many failed attempts before and after St Augustine.

The Chinese are following the same pattern in the modern era. They have made no secrete that they want to establish a permanent mining operation on the Moon. Everything they're doing right now suggests that their national priority is laying claim to resources wherever they may be found.
