Title: Default perk point allocation for players that come into the AVA

this way we could assign all players that come into the AVA,  a certain number of perk points, to limit the flying of certain aircraft. this would allow them to fly perked planes but only crash them a few times.

this would be something we would need to be able to turn on or off as necessary.
