it seems that it freezes like it is buffering but it seems to happen when i use the mouses scroll wheel not sure if it could be something else

Are you using specific software for the mouse or the plain vanilla drivers? The former has been known to cause some issues. A mouse should work perfectly well without installing anything from a CD. That may not apply to some gaming mice with a dozen programmable buttons, though.

well the mouse is plugged directly in the computer and i am sure i figured it out every time i move the scroll wheel it seems to freeze the mouse up its one of those laser mouses. i am using an old one from my old computer and it works fine now so i am good now but i dont under stand why it happend

If you have anything your mouse brand related program installed, uninstall it, reboot, clean the Registry, reboot again and see if the problem persists. And I do mean anything. IIRC e.g. Logitech likes to bundle their "desktop messenger" and other crap with every device they make.
