The packet loss starts at your home connection. Have you reset the router and/or power cycled the modem?

Meh... I've had worse.
How about 50% packet loss and a measured download rate of 0.024 Mbps (yes, that's less than half the speed of dialup). During one period of terrible service the local ISP office had a notice posted on the door that said if you complain too vociferously about poor performance they would call the police.
