got a new video card so I took out the old one and hooked up video to factory. put in the disc for new card and it wont run or do anything. running windows 8

To properly change a video card in a running system, without re-installing the operating system, you have to remove the old drivers before taking the card out.
Not just run the uninstaller, but remove everything related to the old video card driver. This usually means running a third party program designed to clean out the old drivers.
After you do that, you shut down the computer, swap the video cards, and the system will then boot to the VGA drivers. If you do not get the VGA boot up, then your video card is malfunctioning. Multiple reasons abound. Not enough power, not getting all the power plugs into the card,..and so on.
Personally, I never bother with the CD that comes with the video card. I grab the latest driver from the manufacturer and just run it after the new card is installed.
This all assumes a normal video card swap out. Enough power supply, connectors, and so on.

What Skuzzy says about cleaning old drivers and swapping the cards. After that:
Question #1: Does the disc say it's for Win8?
Question #2: Supposing you were on the desktop while putting the disc it, didn't a blue box appear in the upper right corner asking what you'd like to do?
Question #3: If there wasn't any blue box (due to checking the "don't ask" box or similar) or you missed it, did you go to "Computer" to explore the disc and run "Autorun" or "Setup" from within there?
Question #4: If the disc wouldn't show any contents, did you go to the card manufacturer's site for the latest drivers and optional extras for your OS?
