Why not change the 12 hour rule to:

1 hour change - low numbers side

4 hour change - any side

Here is why:  You can always change it back.  You can even disclaim it in advance of the change and put a time constraint on it for feedback to gather the data necessary to make the long term decision.  What you cannot prudently do is nothing.
