I know that AI players do not hold a candle to real players but on-line games suffer from a chicken-and-egg problem. Has HTC considered having AI players added to the arena when numbers fall below a threshold?

I would hate that.
The appeal for me is for whatever I fight to have another human flying it.

If the AI got upgraded I would love to see "static" missions posted daily in the Main arena. Problem is I took a week in the AvA to test out the AI, there are some flaws still. For one, it was the "rangoon" map, I was at 13k and dove on 3 Zeros and a Betty bomber, after picking one of the Zeros off, I zoom climbed back up, with two zeros staying right behind me like they had no loss of energy period, I even went into a straight climb and they were still behind me - firing as I was stalling out.
I think once they get within the realm of "ACM" and with some randomized tactics it would be a plus, much as I hate to see "AI" unfortunately I know what you mean, one of the things that drew me away from Aces was my normal time frame of flying is 2-4pm EST when the arenas are dead, with the 12 hours (not commenting more on this)...
Static missions would be interesting eventually. The only problem I have is seeing 8 dots show up on dar, you go to scramble and then climb to 15k, only to see the AI flying a bombing mission at 9k or so.
Unless we include varied Skill levels and many other factors, it simply would never equal the main arena on a good friday night when all the good action is going on.

It's not ideal, but other games make it work. The way I've seen it, the AI is usually really OP or is dumb as a rock. PvP will always be the ace of spades, but a target is better than no target, right?

It would certainly help in the mornings when 40 people are on and half of them are padding not playing.

Yes considered , not going to happen.

I'm sure the new candies (ie the new terrain) will help getting more new customers, which should help -a lot- to solve this problem... :)
