The word does mean "a preventive measure", so technically it is correct in that context. However it is much more commonly used for other, less combat related, purposes...

Yes. You must penetrate the enemy's defensive lines and make a thrust into their rear areas... However, if the deployed special forces actually reach their objective the result can have an unwanted impact on the civilian population. In such cases the enemy can use prophylactic defensive measures, though in some parts of the world such measures are strictly regulated or even considered war crimes.
