30°C / 86F inside tonight and we can't sleep with windows open, cause of the smell of feces from the appartment below. All windows open, folks are gone... for the weekend or for extended holidays... no idea.
Feces from pet rats on the window ledge, apparently dried dogs urine in that one room as well.... seems their whole appartment has degenerated into a mess.

And nothing can be done about it in the short term. If they don't come back soon and are understanding the issue (which I very much doubt), there's a lot of red tape to cut through until something will happen at all.
Being a law-abiding citizen can really suck at times :bhead

If I'm lucky, I will get throuogh tomorrow... but even if I do, and they do care enough for 'immediate action', it will take a long time until something happens.
After all, they can't simply just walk into the appartment and throw them out.
That is, until the tenants in question do actually believe they can ;)

If there are any pets living down there, you may be able to call animal control. They may be able to enter without an owners permission.
Make sure to give the county health department a call, but probably best to let the landlord know before doing so. At least give the landlord a chance take action first.

They do sell portable a/c units you know... all you need is a ventillation hole to blow the hot air out.

In the mean time get some charcoal filtered surgical masks.

get a 2 lt. bottle of soda and some twine strong enough to hold it. Tie the end of the twine to the bottle. Now lower the bottle to the offending apt window, next try swinging the bottle at the end of the twine to get it into the window. After practice and you can get it into the window get a water hose, tie it to the bottle. Now get the bottle with the end of the hose into the window. hook up the water hose and turn on the water for about 3 or 4 hours. pull the hose/bottle when done and wait for the eviction.

this made me curious ... over here those units are quite rare (as are permanent ones in private owned homes).
No wonder if you compare electricity tarriffs. A website gave me the cheapest price for electricity in Dallas/Tx as 8.3 (US) cent per kwh.
The cheapest price I can get here at the moment is about 35 (US) cent / kwh

Sitting on a window means they take in outside air which was impossible as I understood due to stench?

Air conditioners do not take in outside air. To be efficient they cool the inside air over and over again.

First they are more expensive to buy over here (and thus also beyond my financial capabilities)
Second they are less practical over here as we have casement windows (had to look this term up :))
According to the landlord the neighbours in question stated they have sent a termination of contract yesterday, so that should fix it in the long run- if they spoke the truth, that is ;)
The bottle thing, while being fun, would just create more of a mess I'm afraid. If they don't care for all the filth , garbage and feces now, they won't do after as well :old:

But then that water will "recharge" any dried feces there so you run some risk of making things worse.

Lusche,go to the nearest shelter and grab a small terrier,dont feed the dog for 2 days and accidently release the dog into the offending apartment....problem solved!

Yep. You need to move. Lol.
Good luck. I don't unfortunately know enough about Germany but I recall the F1 teams based there had issues of dalary due to not being able to actually fire anyone. If that is accurate then it makes sense with your comment of being hard to get anything done about it.
