you make sure your moniter is set on the highest hz possible

 look in the control panel or your video card settings and you can find that where you adjust resolution,usually desktop settings.

In win7.... right click empty part of desktop ... select screen resolution . On the tab that opens up select advanced settings . look for the monitor tab.... there should be a drop down arrow to select .... supported refresh rates are selected in there .  Think its the same for win8 too .
