Can there be a list of rules that are present IN-GAME?

Too many times, moderators are muting people and not giving a reason.

There are NO rules for IN-GAME so technically they aren't breaking anything.

Post them to the MoTD.

Forums Rules are NOT in-game rules. MANY people are not on the forums who fly the game.

Why the heck was is locked? It's a valid question and a valid point.

You can't break a rule if there are none.
