I'm not really sure how this happened... but it did...

This effect is following my plane as I'm flying towards my target. It moves every couple of minutes to keep up with my plane.

check your video card. Be sure the fan is working and it is not overheating. The other thing could be a powersupply going. Not enough power to the video card can cause weird things like these artifacts too.

If something doesn't load properly you can usually fix it by restarting.

Restarting the game did make it go away.

Texture corruption.  Many things can cause it.  Usually the video card is overheating, but it can also be from another application interfering with DirectX.
