Title: Game wont start up

hey im having some issues getting the game to start. it opens as a white screen and then it says the game is not responding. i have attached the error message and my system specs if anyone can offer help would be greatly appreciated.

What I need to see is a DXDIAG output.  That will have all the information needed.

If the computer has enough system RAM, and the video card meets the minimum requirements, then it is usually a driver issue.  Missing native sound or video card drivers are the normal culprits.

As Skuzzy said, a DxDiag output would help. But making wild guesses by the first screenshot makes me think about an underpowered Intel video chip. Why? First, it says Dell. Second, your Windows Experience Index is 1, based on the lowest rating of your system. Since it's visible that you have 4 GB of RAM and an Intel i7 processor, it's obvious that the low rating is that of the video chip.
