Probably downwind wouldn't you say? or perhaps he had to dive to get under the overpass?

Has the FAA lighted up on enforcement or is it a symptom of poor flight training.

It's a symptom of increased media hysteria coverage. Why don't they cover all the car accidents of late? Probably because there's little drama about car accidents.

Apart from the airport the only option is that highway. The rest of the area is housing, swamp or trees! I have to think he would have considered the highway as an option in the event of an engine failure. Spare a thought for the Tandem Instructors on board. Skydivers hate to ride a plane down particularly in an emergency. But they had no choice.

There is a lot more small planes flying these days as well.
