Is there an F Mode key on the keyboard?  Sounds like the keys are disabled.

As has been said, it's most likely the need to use the FN key. There might be a check box somewhere in the settings for choosing the primary function of the F1-F12 keys. Unfortunately I can't tell the exact location or application, but the Control Panel might be a good place to start searching. Also, the Taskbar apps might contain something related. Every PC maker has their own utilities, a quick search gave this answer: http://answers.microsoft.com/en-us/windows/forum/windows_7-hardware/how-do-i-change-the-function-key-settings/e542b094-ebf5-441f-93da-80367ac15b07?auth=1 (http://answers.microsoft.com/en-us/windows/forum/windows_7-hardware/how-do-i-change-the-function-key-settings/e542b094-ebf5-441f-93da-80367ac15b07?auth=1).
