When making skins, are you able to fly with them in the MA before they are approved?

As in, I can see the skin, but everyone else just sees the default skin.

No, you can't fly them online until they are approved. You can fly them offline in order to get a better idea of how they will look in-game than the skin viewer shows, but that's it.

It is also possible to record a film from the MA using one skin and renaming the custom skin's folder to match the index of the skin you used in the MA. Then the skin will show up in film viewer (or at least it used to, haven't tried lately).
