Snopes seems to think the first is not very accurate, at least ad read there, but sadly, they have even tried the second one right here in Lebanon NH Ink. Claimed safety issues of them collecting at intersections. It made even more people stop to help.

I do not think that the first issue is going to pass muster.  States can restrict you from paying your toll road fee with pennies, but that is based on public safety issues.  (There is some amount of pennies that businesses can refuse to accept, but I do not remember if it is a State or Federal law and what the amount is).

Panhandling, yep, these things come up all the time.  Because panhandling is considered commercial activity, states and locals have a lot of leeway here.  I believe that civil liberty types fight these issues in court based on discrimination laws.

To me what is "You Are Out of Your Mind" are Civil Forfeiture or Asset Forfeiture laws:

That first law is directed so that unscrupulous recycling businesses do not pay cash for metal.  There is a tremendous problem with people stealing items and scrapping them for the core value of the metals.  This bill forces the buyer to record the name and address of the seller.  It does not apply to all transactions from all people.

We had a similar bill go into law here in Michigan, payments over $25.00 could not be in cash. The first thing it did was lower the price paid for a catalytic converter by about 75%,

Have a friend who owns a scrapyard and he is grinning all the way to the bank.

All great Civilizations fall at some point. Its those who are prepared who live on. I agree all over the us things are falling apart, more so than your average Joe can see. However some things just aren't worth preparing for.

Not to make it political, but the whole point of a lot of what any politician does is to get reelected. In the US, with our awful voting system, that means pandering to the base.

Whether or not something is beneficial is largely irrelevant to politics. What matters is public perception. You can create a strawman from just about anything, if you can get media to carry it, since the majority of people get their news from only one or two sources.

You pass a law claiming to fix the problem you've imagined up for them, and they reelect you, because when the media comes in to check on things, the problem isn't there after the law is passed. They fix that stunning fact up with a little politicizing and a dash of spin, and the implication is that the law solved the problem. And most people will accept that, so long as it's coming from a news source they trust, or at least agrees with their preconceptions.

I really don't care enough to look, since I can't exert any influence over the representatives, but my bet would be that either the architect or a key supporter is up for reelection here in a bit, and had an in with the media.
