Make the downtimes into a popout on your clipboard, Similar to the roster or e6b. Have percents and things like what percent or number of buildings required to WF a town. You could access this "page" by right clicking on a base and then clicking on that base name at the bottom of the list, Or typing ".dt(base number)" and that page would open on your clipboard.
This change would simplify things by not spamming chat, And by putting everything onto one page. Not spamming chat increases your Situational awareness. Putting the down times on one one page with all of the information available would allow you to gain situational awareness of the base much quicker and allow you to make decisions quicker.

To add to that, so many people don't even know how to use the .dt commands. There are several that I just can't remember. I keep a list but as you noted it can be risky. Alt monkeys live for those long, straight flight.

I love the genius of HTC to include these commands for the players. Prior to this, certain structures gave clues when they were about to be repaired; bunkers stopped smoking 5 minutes before they would repair. When the downtimes changed, the smoke time no longer could be trusted.
HTC has put plane ID and range finding icons attached to planes, colored dots on the clipboard map (identifying friend and foe), and flashing icons on the clipboard map; artificially mimicking things that one would assume, the information would have been picked up visually, or relayed over radio to the pilot while in battle. This is in concert with 49Dallas' motivation.
One possible compromise, would be to add downtimes under the strats % and "HQ disabled" when bringing up the "base status" pop up from the clipboard.
Now, if you want to go full blown easy peezy and get fancy, have a mouse over "downtime" pop up when field strats on the "base status" map are disabled.
As far as percentages, the alpha tower now shows multiple number of green and red lights for field strat status for quick view, before takeoff.

Options--->Arena Setup--->Objects
Under Objects
Click on Destroy Objects, then you have a screen with a choice of Field Objects and Country Objects.
*Field Objects gives you the code for your local or any other field\CV on the map.
*Country Objects gives you the code for your country or the other countries strat objects.
Once you locate the object code located, have your text buffer open and type: .dt objectcode

No fuss, no memorizing, no keeping a print out at your computer. It never ceases to amaze me how players over complicate the simplest functions of this game.

Not everyone types as well, or remembers how to even switch from clipboard to text buffer with a mouse click. After a few times of trial and error, I usually get the code right from memory. This takes me about 15 seconds or so. As you can tell by my lengthy posts, I type rather well without looking at the keyboard. What 49Dallas is asking for is a "fumble fingered keyboardist" friendly presentation. What I see as a compromise, would be to include downtimes somehow for the things that are already on the clipboard. That does not include town buildings, auto ack guns or base ack guns, etc. .... and those things are generally inspected by sight in most instances anyhow.
I would however add to the "base status" window, the flag color as a new feature.

I understand how it works and use it often. I just want an easier system then having to remember and taking time to type these codes and say if bas # 3 is up where is it? You know?

yada yada its easy to do once you know it, But then there's obscure things like the HQ.

Pretty cool tool he made, I gave it to my squad a few months back.
