Anyone who has had any direct audit experience with the IRS would not be surprised by this.

The IRS isn't crooked.  It just has uncommonly bad luck with hard disks that crash when you open up the vacuum-sealed case and scratch the disk surface with a screwdriver and an imperfect memory on the topic of having backups like every other organization in the entire world.

everybody is capable of taking a bribe.  from police to irs, to your second executive in your company.
