In the Terrain Editor, I'm trying to shoehorn a city4m00 between shorelines but the 4x4 city tile refuses to cross the 4x4(?) grid lines.
Keep in mind that I can't see any difference between 'white' and 'red' grid lines.
I can move the bases shown in the jpg, but right now it appears I'll need to shift the whole terrain by ~2 miles to make everything work.
So the question is, will 4x4 tile objects and 2x2 tile objects need alignments that keep them from crossing over one of the '4x4 mile' cell lines in the final product?

You can only place 4 mile objects on a 4 mile boundry.

Are fields, HQs, cities, and towns limited to placement on boundaries as well? (I was going to use my own program to edit the .tra file and place fields etc by GPS lon/lat coordinates which the program would then convert to AH3 feet coordinates. Do I need to snap these to the nearest 2640 ft (at least I think that is the TE default snap to value)?

One mile fields can go on any one mile square but IIRC 2 mile square fields have to go in the corner of a red four mile square. The TE won't let you put it in the wrong place.
One other thing you should bear in mind when placing fields. Hitech mentioned to me in the TE thread that you should only have one square object group (i.e. field, factory, town or tank town) per each red four mile square. On my converted terrain I had a few towns inside the same red square as their parent airfield and had to move one or other over the nearest red boundary.
