Non cv planes taking off of cv? And non cv gvs start up on flat top?

They're just waiting for the first Me262 carrier take off.  Unfortunately the only thing a cat would launch is the nose gear, so you have to do it the old fashioned way.

It's a field setting in the arena setup. I'm thinking they enabled everything everywhere and forgot to adjust the CV "fields" when they saved the arena tables.
