They play even in the menue. It's really annoying IMO.

I think that may be intentional. 
Since the game is starting you in the tower, you would hear sounds from inside and perhaps outside of it.

You guys are always complaining about tower sitters and now you complain that sitting in the tower is irritating. I smell irony and its not just the contents of Zach's pants.  :D
