How well would the GTX 960 SSC 2.0+ run aces high and how well would it run the beta? Does anyone have experience with this card?

For what I've read both here and other places including magazine reviews, it's a good card for a reasonable price at the mainstream 1920x1080 resolution @ 60 Hz. Depending on your processor the current AH should give you a steady 60 FPS with most eye candy on. The beta should also be very playable without having to sacrifice the visual beauty too much. The optimizing HiTech has recently done are very promising so it might perform equally well in AH3 as in AH2.
All in all, it's a serious gaming level video card, not an exaggerated multimedia thingy.

I have the 2 GB version. Since AH2 is so cpu dependent, this card doesn't help much - typically only uses 7.9 mb of the gpu ram. The beta is a different story. I use over 1 GB of gpu ram with everything turned all the way up minus the shadows and reflections (they do impact frame rate but more importantly I just don't like the way it looks). I keep a steady 59 fps in the beta.

Got the card, installed drivers, 10/10 would highly recommend. EVGA GTX 960 SSC ACX2.0+ 4GB card for $230 is awesome. Nvidia cards also come with a feature called shadow play, This will allow you to record videos and it will effect your performance very little because it's built into the card. I get great frame rates at high settings with background programs running including security programs. I'll do some more testing and post screenshots and whatnot.

I get 60 FPM with my card and everything set on minimum. If its a busy day and I fly into a swarm of fighters, my screen goes wacko flashing on and off then locks up. I been living with this card for 4-5 years. Lately my screen has bounced around with just 4-6 planes on the screen. I think its time for a new card. What is a good out there to replace my prehistoric card?

It's not too old of a card but then again if it was on the lower side from the start it'd be time to upgrade.
De-dusting might also help, mainly for the flashing or locking. Those may indicate a heat related issue. Or a power issue, now that I thought about it. What kind of a power supply do you have?
Nvidia has lately been dominating the high end cards, both by performance and lower power consumption. You can get a card twice as good as your current one and still a cheaper electricity bill. AMD Radeon hasn't been able to cut their energy usage to that amount.
That said, as the OP got answered, a GeForce GTX 960 would be a very good card for a standard monitor running 1920 x 1080 @ 60 Hz.
If you'd like a higher resolution like 2560 x 1440 or a faster refresh rate like 144 Hz, GTX 970 would be the minimum to even think about, GTX 980 being a better choice for the eye candy. It depends on your budget, too.
