If this version supports Direct X 11, how do I run it that way?

go in the htc directory on your computer, usually an exe file labelled dx11.

look for ahbeta11.

look for ahbeta11.
...but...what do I do once I find it...?
And what difference does it make, if any?

This helps: once you find the correct directory and file, make a shortcut and drag it onto your desktop.
Oldman, it has been discussed that DX11 helps the GPU along. Much of AH3 performance is related to GPU.

The easiest way IMO is to right click the Beta icon on the Desktop and choose "Open File Location". That will immediately take you to the right place.
Again, right clicking the ahbeta11.exe and choosing "Send to -> Desktop (create shortcut)" is the fastest way to make a shortcut for the DX11 game.

IF you are speaking of in game the settings are under Range, Hi & lo fog ranges set to 19 for start and 20 miles for end.

I'm not finding these settings on a menu. Where should I look for fog ranges?
