I am getting ready to put together a new computer.
Planning to build it around the i7-5820K cpu and a GTX 1070 graphics card.
For the past few years I have been using an LG 25" monitor. It's nice, but now I want some thing better ( larger ).
I've heard of some using a TV for a monitor. Do the newer 4K TV's work well for this?

Ummmm... You're partially right. A TV can be used for a monitor. In your plan there's a couple of issues, though.
First, although a GTX 1070 is capable of doing 4k, it might not do it fast enough. Check that before buying anything. I have not tested it myself, but there will be reviews in the Internet. A stunning slide show is not what you want, believe me. GTX 1080 might be a safer bet.
Second, TV's tend to have more or less input lag as a feature. It often occurs because of TV's having some image enhancing technology, which of course takes some time to take effect. You won't notice it while looking a movie since everything on the screen is delayed the same amount of time but in a game like AH you'll have big issues if your video card is several frames ahead of your monitor. It may be eliminated in the Settings of the TV. Again, check for reviews for the exact model you're thinking about.
Oh, and in this case size really doesn't matter. A 4k monitor/tv has the same amount of pixels no matter how large the screen is. The initial size of a single pixel doesn't add to the load for the video card, it's the total amount that matters.

I'm not sure I would use a 4k tv just yet!
I would look for a high quality 1080p tv,check the actual refresh rate and input lags and go with that. There are websites that will tell you the input lag of each make and model and some will tell you the exact refresh rate. Just because the manufacturer says it's 2ms and 240 refresh doesnt mean that exactly true!!!
For gaming I find the biggest issue is motion blurr is the biggest issue,been using a 55 in LCD for many years now.
I was going to get a 4k unit but...... there not ready for prime time as far as gaming is concerned.

I use a SONY Bravia, LED, HDTV, 48".
You will like the large size, but with VR coming on.....
4K HDTV's, listen to Biz. You do not want a card that just gets by, you want some overhead.
I have been planning a new build myself, one thing I have run across is called ThunderBolt 3.0. Look into this, its for using 4K displays and the new displayports, among other things.
Also if you intend to get a 4K HDTV, is that i5 enough?????
refresh rate, my Bravia is 60Hz
response time, my Bravia 19ms, in game mode
different things, both important for gaming purposes.
