Forgive me if this has been posted already, but I haven't found it - can anyone tell me the minimum systems requirements to get maximum frame rate, will all settings maxed, for AHIII?
I'd like to determine the best incremental upgrade to my machine.

I like the way the question is phrased - minimum upgrade for maximum frame rate.
But I'm sure people are going to want to know what you current system is - CPU, video card, etc. Before they can offer constructive advice. Another important question is what resolution do you run at on your monitor? Are you 1920x1080 at 60Hz, or 2560x1440 at 144Hz, or some other combination?

Of course! Here's my config:
i5 CPU 2.66 GHZ
Win10 Pro, 64 bit
4 Gig RAM
2 GeForce 9800+ bridged video cards
1842X1036 display at 60Hz
Sitting on the tarmac with everything off, I'm getting 43 FPS.
Any advice on upgrades are appreciated.

The GTX 1060 seems to be good bang for the buck at the moment. I just installed this:

Running 2560 x 1440 60Hz, I get 60fps with graphics maxed -- except post lighting disabled and tree detail about 80%. (The reduction in tree detail was necessary to maintain good fps when zoomed in a tank sight.)

Thanks for the recommendation! This bears out what I've heard that the video card is the main factor for performance. So I'm good on memory and CPU?

At a minimum add another 4G of ram to your PC. I have an I5, 16G RAM, and a GTX 760. At defaults DX11 version, 4096 textures, 59-60 fps.

Your CPU's a bit light. The rule of thumb that's been mentioned is 3 GHz. How much of a factor it would be, tough to say.

OK, upgrade video card, add more RAM and replace CPU. Other than that, I can keep it as-is!
Actually, I found another thread that has the same info (surprised this hasn't been moved). I'm updating memory and getting a new card - it's time - but I hope my CPU will hold for now.

If this upgrade buys me another 6-8 years of gameplay, I'm happy.

An update - just installed the geforce gtx 1060 card and 6 gig of RAM and able to run AH3 with all settings maxed out at 60 FPS!

good to know I've been looking at this card myself. When you say all settings maxed does that include environment mapping to 4, 4096 textures and all the advanced settings checked? my screen is only a 22" 1680 x 1050 so would imagine it to be less strain than some of the bigger screens.

Yes, mapping set to 4, 4096 textures, all lighting features on, etc. is getting me a full 60 fps. It dips now and then, but it's not noticeable in gameplay.
Interestingly playing in AH2 with all features on gets me an average of 30 fps.
Here's my current setup:
