I was shelling rook ammo strat from a CV on Wednesday, and was getting many hits.
Oddly, during my shelling, I also received a single "Refinery Destroyed" message (not sure exactly what the message says).
Sure enough, I checked, and the rook Fuel strat was down to 99%, instead of 100%. Not entirely sure, but I think it was 100% prior to me shelling the ammo.
