I've seen this on both DX11 and DX9 versions.
When at low alt over water, if you push the stick forward to dive quickly there is a lag between land and water creating two horizons momentarily. The land will jump up over the water and have a quite perceptible difference between them.
This is a problem in low alt fights when you are trying to judge height over water. Being 50 feet under water is as dead as 2 feet under water. This is compounded by the absolute flatness of the water.

Some additional data.
I flew last night and the band between land and water can be quite broad and disconcerting. It can happen in a roll or anywhere the sky/ground horizon needs to update.
The code needs to tie the two together so they update for the user as one. I understand treating them as separate objects but this isn't what a real life user will see. The horizon of land and water acts as one. The division is a coding artifact and not an actual one. It creates a big perceptual problem made much worse by the flat water.

Do you have vsync disabled? That would create can create a tarring on the screen that you may be seeing?

Some additional information.
Whenever you roll or move the stick, the sky texture is actually moving down to cover the water. That is just broken and shouldn't happen.

BTW, Vsync is functional and is therefore not the problem.
It looks like the mist texture that keeps the viewer from looking into infinity is the culprit. It drops down when ever the stick is rolled or moved.

Does it still happen if you use just one monitor or just when you use all 3?

I was testing for this today, and I can not seem to duplicate it.
Are you 100% sure you do NOT have the Disable Vsync checked, or overridden with your driver?
Also please only use the words checked or unchecked. Any other can have double meanings.

Yes, FLS Vsync changed from what you a remember. It is set to functioning now. I'm not in front of my game computer at the moment but I believe from memory that is unchecked (you check to disable).
I would NEVER fly with one monitor so I'm not sure what the questions means? I'm not even sure if testing it would have any relevance since the computer basically treats it as a single, big wide monitor.
I would not know how to override VSync with the driver without looking but in looking at the card settings, I'm pretty sure that isn't it.
With the last update that I used (Friday?) this was still an issue and had not changed.

This is still happening in the latest update. When you move the stick you can see the sky texture move down over the water. I'm not seeing it on land yet or its reduced.
