Title: two machine set up Fraps recording

Is it possible to set up a second computer to record Fraps screen capture to take that CPU/HD load off the game playing rig?

Assuming you don't require it to be FRAPS, then yes.  You can do it with OBS Studio (https://obsproject.com).

You can get a video capture card for the recording PC, duplicate the screen of your gaming PC, and put the second input to the capture card.  This is what I do.

That doesn't work, if I understand what you describe, when you run 3x monitors full-screen for gaming. That would only work if you're not using all your available space.

Huh?  What doesn't work?  Who mentioned 3x monitors?  What "available space"?

H.264 has a 4096x4096 limitation, so you'd have to record with H.265 (or VP9, or AV1, or similar) if one of the resolution dimensions exceeded that figure, that much is true.

In a triple screen environment you can use Windows Display Settings to mirror your center monitor (display 1) to a fourth monitor, which would be an output to the second computer and a capture card. I would recommend the BlackMagic Intensity Pro 4k, but I am not sure if they ever got OBS and Windows drivers to sync well. I just use the provided BlackMagic capture software (Media Express), but since the video stream will be uncompressed it does take a RAID array to record fast enough.

There are many software solutions that can capture directly from the Media Express display, like Loilo Game Recorder. FRAPS may work, also. I prefer the uncompressed avi, because I like to toy around with 'enhancing' video explosions in Houdini and things like that.
