What does it do?

It allows you to choose the image quality of the textures. Roughly put it makes your game look anything between Minecraft and High Density video realism, of course at the cost of frame rate and depending on your hardware resources. Explained the other way round it allows for smooth gameplay on weaker systems at the cost of image quality.
